[Tagging] Highway=rest_area on bicycle or foot routes ?

Here's one that I spotted a while back

Appears to be a small roof, 6 concrete blocks (seats or bike rack?) &
that's it.

No toilet, bin, water or anything, but it is sign posted as "Goodna Creek
Rest Stop"!
