Not quite.  An absence of a tag doesn't mean it isn't segregated, it means
that OSM doesn't know.  segregated=no means "no, this definitely is not
segregated".  If it's not tagged, it's not unreasonable for data consumers
to assume it's not segregated, but it's possible it is.
