[Tagging] consider website=www.openstreetmap.org to be OK

To be clear, I propose to consider both

website=https://www.openstreetmap.org/
and
website=www.openstreetmap.org/ <http://www.openstreetmap.org/>
to be equally valid. I am not requesting to switch this.

should link to what Osmose currently considers as erorrs
worth spending human time on them
(based on that OSM Wiki request)
