Good evening,

while I do recognize existing tags for defensive structures are
scattered if you're especially searching for defensive structures, I am
hesitant with the new tag - mainly because existing tags have noticable
usage and are IMHO sufficiently clear (in relation to the 2 suggested
new tags).

+1 because without a certain clarification of relation between new
defensive_structure=* sub-key and the existing tags, I anticipate
mappers being hesitant to map at all, discussions, UX issues like
incomplete search results, etc.

Besides that: Why are only historic defensive buildings in scope? And
where to draw the line between historic and currently used defensive
structures? For example, are bunkers of WW II historic? And of iron
curtain? And of any more recent conflict/precaution? Does it only matter
when a structure was originally built or whether it is still in use by
military? IMHO difficult :)
