If you are of the opinion that they still belong under military=* (they may
still be military property) then add disused=yes or abandoned=yes.  If not,
then disused:military=* (or abandoned).  You need building=* on them to
render, so leave that.

Or remove military=* and any associated subtag and have building=bunker.

Or come up with something that leaves no viable way of finding former
bunkers.  I don't endorse that option, but something like it may get
suggested.
