my preference would be man_made=bunker as not all bunkers are buildings. It would be odd to map a building inside a mountain. Also the bunker may be part of a building but not all of it (ok, building:part would solve this)
Generally it seems more fitting for man_made as those are used for technical structures without bothering whether they are buildings
