[Tagging] Adding food=yes / food=no on amenity=pub - is it useful for all pubs?

I'd say if it's prepackaged chips, a waffle or nuts, it's what pubs most
likely always have. A (club) sandwich, croque monsieur, a warm waffle, a
plate of spaghetti, that's food already, I'd say.
