That is not necessary.
leisure=sports_hall is being used 5 K, leisure=sports_centre de facto with 200 K.

Mapper acceptance is well established in parallel to the proposal process.

building=* is orthogonal to the usage, it describes the building type.

leisure=sports_hall was even initiated by Hufkratzer with several single-purpose halls in mind, 
ranging from the school gym to the riding hall. It worked well until the wiki fiddling in January.

There are many situations in OSM where it is useful to keep the definition of the top-level tag a 
bit wider, and specify it in a subtag.
