it is not necessary, but in most cases also correct. Landuse is about current, actual landuse, a property of the land what it is used for. Power is about features. A power plant could be part of a bigger landuse, or you could split the land of a power plant and make 2 adjoining landuse=industrial of it, as long as there aren’t more tags to these, it wouldn’t make a difference in meaning for the power plant area.
