One issue with use of female/male tags is that those tags explicitly say “access is *restricted* to persons of the [female]/[male] sex or gender". (Emphasis on restricted)

This is not true for barbers or hairdressers in the UK. In fact, it would be illegal (The Equality Act 2010).

Barbers are a subset of hairdressers that cater to traditionally male-style haircuts. That does not, in anyway, restrict access to a person based on their gender. It just shows what styles they tend to offer.

So the actual tagging  shop<https://wiki.openstreetmap.org/wiki/Key:shop>=hairdresser is correct for a barber's with the addition of

  *   female<https://wiki.openstreetmap.org/wiki/Key:female>=yes/no for tagging a female-only.
  *   male<https://wiki.openstreetmap.org/wiki/Key:male>=yes/no for tagging a men-only.
  *   unisex<https://wiki.openstreetmap.org/wiki/Key:unisex>=yes/no if available to all. (yes default if no tag set)
No need for new tag n my view

There are several of these classic barbershops near me.
e.g.,
https://www.carlsbarbershop.dk/
http://billysbarbershop.dk/

But they all will do mens hair as well as beard.
So I believe that they are shop=hairdresser.
