In this case the ways, because they're not A-B "routes" as such, they're just connections. Creating 50 relations, one for every single little connection in Cambridge, some containing only one way, would be busywork and not add any extra meaning.

But there's no reason why a network relation shouldn't contain route relations, of course, just as a route relation can and does contain other route relations.
