Yes, place=nodes are used for rendering labels.
Yes, people move/tweak their location a bit to improve rendering in some
favorite renderer.
But main difference is that place=* labels represent location of some place
what reduces how much they can be moved, and makes
"move place=* to improve rendering on my map" edit clearly suspect.
In contrast label role serves solely to place label. And it would be valid to add/move
label role of https://www.openstreetmap.org/relation/2670477
to
- sea
( https://www.openstreetmap.org/?mlat=53.9285&mlon=14.2592#map=12/53.9285/14.2592 )
- city center
( https://www.openstreetmap.org/?mlat=53.9091&mlon=14.2500#map=14/53.9091/14.2500 )
- industrial area without competing labels
( https://www.openstreetmap.org/?mlat=53.9095&mlon=14.2791#map=14/53.9095/14.2791 )
- less important part of city without competing labels
( https://www.openstreetmap.org/?mlat=53.9079&mlon=14.2352#map=14/53.9079/14.2352 )
in case where multiple renders will start using this role people will start
such edit wars moving label role to place where their favourite renderer
would have optimal label placement
admin_centre role is for less problematic, as is less flexible and does not
make possible to argue that it should be placed offshore in the sea
(theoretical support: "but it is the best place and will not collide with other labels")
