[Tagging] pressurized=* on pipelines

I completely second that, it's possible to start a proposal (or have an
extensive discussion about) on pressure=* tag.
My point is only to not introduce a supplementary tag.

Obviously I would like to write "if pressure > *1* then
waterway=pressurised is expected." earlier today.
It's bars.

Regarding pressurised waterways, it's often verifiable the intake gets no
air, so the fluid runs pipe flow inside.

Other pipelines often are pressurised when it comes to carry some fluid,
unless it's pure gravity with special design for that.
