[Tagging] boundary=border_zone

Hello all,

Border zones (strips of land near the country border) exist in many
countries of the world
(https://en.wikipedia.org/wiki/Border_control#Border_zones ).
Current tagging is inconsistent - from landuse=military in Finland
(https://www.openstreetmap.org/relation/6818398) to unnamed
collection-type polygons in Russia and Belarus (e.g.
https://www.openstreetmap.org/relation/1439255 and
https://www.openstreetmap.org/relation/5606909). landuse=military
doesn't seem right (seems like in the majority of countries you could,
in fact, visit border zone - you just need a special permit for that);
unnamed polygons are kind of ugly.

So the idea is to introduce boundary=border_zone (to tag an area, not
just a border itself - just like e.g. boundary=national_park).
Before creating a proposal on wiki I'd like to know if there are
better ideas/proposals/objections/etc.
