For the record, the conflict of interest was not only the paid
part. A person being paid for OSM work has no conflict of interest
with a hobby-OSM mapper (in my mind).
The conflict of interest comes was the point of being part of both
wikidata and OSM and "commenting" on a wikidata proposal inside
OSM.
Having one foot in the wikidata community in this specific topic
is without a doubt a conflict of interest.
!!Notice that simply having a conflict of interest does NOT
imply any bad behavior!! It is NOT an accusation.
