[Tagging] Meaning of access=yes on highway=footway?

In  my area of northern Italy we have plenty of combined foot-cycle-ways
that are open open to residents' motor vehicles.
Many of them will be tagged according the JOSM presets as
highway=path
foot=designated
bicycle=designated
vehicle=destination
or variants thereof.
Combined foot-cycle-ways (no separation  line between foot and bicycle) in
Italy are footways (sidewalks) on which bicycles can circulate giving
precedence at all times to pedestrians.
So, yes, we have many (legally) footways on which some motor vehicles can
circulate regularly.
