[Tagging] Delete vs Removed LSP?

For things likely to be mapped from aerial lifecycle prefix can be used until imagery is
updated (but deletion is also OK and fine).
For things very unlikely to be mapped from aerial imagery - deletion is preferable.

Why someone would survey and add nonexisting postal box/telephone box?
