In Norway, the distinction between primary, secondary, tertiary, 
residential, service, and unclassified is not based on road signs. At 
best, the distinction is based on the technical classification in the 
public road database of the public roads authority. Second best, it's 
based on the road owner's administrative level and/or type (state, 
county, municipality, private). Third best, it's based on observation of 
route signs and an inferred road owner (like E-route signs, which means 
the road is always a state road, and so see the previous "rule"). If 
not, it's based on the personal opinion of a random OSM mapper.
