one could open a discussion on the wiki and send a notice about it to tagging ML, if someone wanted to contribute but doesn’t feel comfortable editing a wiki page they could reply to the email (admittedly this would rely on people copying things from or at least referencing the ml thread in the wiki discussion, or it might be really difficult in the future  to get a complete picture of what was discussed).

I think it makes it way easier to find relevant tagging discussion if it happens on the respective wiki talk page of the tag. Discussing on the ml (or discourse) and having a reference to the thread in the wiki seems also a good option, but there should be some kind of aggregator, current reality is that we have everything split over various channels and are doomed to forget and repeat…
