[Tagging] Difference between man_made=mineshaft (disused=yes) and historic=mine_shaft?

In this case caused by people using/inventing/supporting tagging schema for
subset of shrines and not providing any alternative for modern ones
(maybe man_made=shrine can be promoted? I did it with man_made=cross
but I have not felt in position to invent and push a completely new tag and
had no energy to go through a proposal process)
