[Tagging] fix the suggestion for replacement for pipeline=marker into marker=* + subject=pipeline ?

We are departing from a single tag that combines "pipeline and marker" to
several distinguished tags, to separate the marker, the utility it is
involved in (if applicable) and its subject (currently discussed).
How could this be introduced with such an assumption in mind?

I agree that marker=* proposal poorly addressed the pipeline concept in
"pipeline marker", which current Marc's proposal intends to solve in a
elegant way to me.
Markers got a really wide range of use cases, pipelines aren't the only
one. They're not even part of the pipeline, which encouraged me to propose
to free pipeline=* from them.

subject=* may be as recommended as utility=* in marker=* tagging.
