[Tagging] fix the suggestion for replacement for pipeline=marker into marker=* + subject=pipeline ?

marker=*
colour=*
at least

operator=* if readable on the marker.
Operator's name often allows to deduce utility=*
Like "A red marker in France with operator=RTE always implies
utility=power".

Being unable to describe the proper utility=* value will only encourage
someone else to find it.
It doesn't prevent to describe what is seen, particularly if mapper is
unable to make a choice between pipeline=marker and power=marker.
An electric shock hazard sign won't make a good clue as you find them on
pipeline markers for cathodic protection.

Its definition "The subject that the feature is about (explains,
commemorates, symbolizes, etc.)" clearly matches what we intend to do for
markers versus pipelines, aren't you?

And then restore power=marker, telecom=marker, utility=marker?
It will be painful to define and then process as many values as marker's
usecases, instead of subject=* values, additionally to make mappers choose
among technical options they're not forced to master to map markers.
