[Tagging] destination:symbol tag: country-specific symbols

I like the idea of a country prefix as well. I'd be curious if any data
consumers are using it, as the only project on taginfo listed for
heritage:operator is the JOSM presets, and even that is questionable as
it's described as a Finnish traffic sign...
