[Tagging] Feature Proposal - Voting - Parking lane conditionals

Hi!

Voting has now started for Parking lane conditionals.

In a nutshell, the proposal is:
1. Use the conditional restrictions scheme for conditional parking
restrictions.
2. Cleanly separate tagging of physical alignment (parking:lane=*) and
condition to park (parking:condition=*).
3. Update some wording to better reflect practice and new tagging.
