[Tagging] Feature Proposal - Approved - amenity=parcel_locker

Also I added the deprecation to the deprecation list
https://wiki.openstreetmap.org/wiki/Template:Deprecated_features but I
could not manage how to create a new "reason" on the page
https://wiki.openstreetmap.org/wiki/Template:Deprecated_features/reason
Could someone please explain me how to handle that?
