I would prefer isced:2011:level for the two following reasons:

- It is the level as given by ISCED 2011, i.e. "isced" and "2011" belong 
together.

- There is also the date namespace, that interprets "isced:level:2011" 
as "the isced:level as it was in 2011", e.g. for a school that has been 
converted since.

I would go with the same scheme we already use on other tags. I.e. 
0;1;2;3 and 0-4 would both be allowed values. I don't see a reason for a 
"1/2" value.
