[Tagging] ISCED (2011) tagging for schools

So, how about doing the following?
Step 1: Setup a proposal
Step 2: Apply new tagging that makes clear what level was used
I propose to focus on step 1 for now.
What I gathered until now:
- isced:2011:level=* is preferred over isced:level:2011=*
- isced:level=* with isced:version=2011 would be an alternative
- semicolon as separator (0;1;2;3) is fine
- dash as interval indicator (0-4) is fine
- slash as separator (1/2) is unwelcome
Some thoughts of mine:
- I'd also prefer isced:2011:level=* over the other order
- I like isced:level=* with isced:version=2011 a bit less, since there is less cohesion between the year and the ISCED level. This might tempt mappers to change one without the other.
- There are other ISCED levels (besides the ISCED-P level we are talking about) one could want to map, ISCED-A, ISCED-F, maybe others. Would this need/justify a rename of isced:2011:level=* (or similar) to something like isced:2011:level_p=* ?
- Would usage of the dash interval indicator in a interval "0-4" include level 4? Dijkstra would say no.
- Should the dash interval indicator be disallowed for multi-digit levels?
- Would the usage of the dash make it harder for editors to use presets or otherwise create problems?
