Let's imagine the sign says "designated snowmobile trail - permit
required". So what I would want to tag is snowmobile=designated +
snowmobile=permit in order to capture both facts. However that is not
possible due to the key conflict. What to do?

The main use case for conditional access tagging is for where the rules
vary over time. How would use use conditional tagging to indicate both
that a way is designated for a specific transport mode and that it is
restricted to those who have a permit, customers, or private usage?
