[Tagging] The actual use of the level tag (redux)

> One that's always confused me though, is how do you tag it when one side of the shopping mall is at ground level (level=0), but, because of the slope of the ground, if you come in from the other side of the mall, you have to come up a flight of steps to reach that same main level (level=1?), & there's other shops at ground level on that side - are they level=-1 or 0?.

I would choose:
- the lowest "ground floor" gets level=0;
- when there are entraces to the building in a higher level, then the entrace node gets a level=1 too.
