[Tagging] Tagging of larger shop types

If it's within a mall it may be just the room (also add indoor=room), but
if there are grounds (for example if the shop has its own dedicated car
park) then the shop=* way would cover the whole grounds with another
building way inside it. If the grounds don't belong to the shop, for
example they are shared among different shops then I'd potentially just tag
the building.
