They include all ways, not just vehicular roads.
Essentially the State Government layer also contains some non-vehicular ways
as well, so it is difficult to compare apples with apples.
Would be easy enough to do for other states, just need to find someone who
has access to the State Government data set & some knowledge of data
processing.
