There have been quite a few attempts to try and add a time dimension to OSM
data. You can see a number of attempts to do so on the wiki and the mailing
lists. However, I don't think anything has captured the entire community
imagination yet, and I think the general consensus is still to map what's
standing and relevant on the ground right now.
Invite the user who is adding it to this discussion.
