As I suspected, I don't think OpenStreetMap contains the postcode
boundaries in this area. I couldn't find them.

Which begs the question, where does Nominatim get the postcode from?

The ASGS 2011 contains an approximation of the postcode boundaries (but
it is usually fairly accurate) from the ABS. The ASGS 2011 is released
under the free CC BY 2.5 Australia license.

Unless that council states that they release that data under a specific
open license, you can't use it in OSM. Otherwise you would be copying
data from one database to another, which, unless there is a compatible
license in place, OSM doesn't allow.
