Mark, I have also noticed this. In some cases, the LPI Map has an old
name that has been changed by the local shire council but it has not
been updated on the LPI Map. In some cases where there is a seriously
different name already in OSM, I found that seriously different name was
usually wrong and, while the contributor had not given a source for the
name, it is sometimes the same wrong name that appears in a copyrighted
online source.

In NSW, local government is the final arbiter on road names (they have
to consult before deciding but council has final say). As far as I can
ascertain, Council information is supposed to be passed on to LPI but
this does not always happen so that LPI still has old names in some
instances.  On a few occasions I have phoned or visited local government
offices to clarify discrepancies and recorded the info from local
council as my source (Warren Shire Council, Bourke Shire Council and
Central Darling Shire Council are instances I can recall immediately).

Also RMS sometimes puts up big signs with non-approved names. This is
more difficult as the Council name is legally correct but RMS sign is
what motorists see.  (Example is The Wool Track near Cobar but which RMS
has incorrectly signposted as Ivanhoe Road).  Similar issue is the main
road through Ashfield which has Council signs saying Liverpool Road and
RMS signs saying Hume Highway - but Council is legally the prevailing
authority except in the Unincorporated Area of far west where there is
no local council. Usually I would put the Council name as the official
name and the RMS name as alt_name.

If existing name has credible source such as local council or survey, I
would probably not change it but otherwise I would accept LPI name. In
the end it's a judgement call. LPI is right most of the time but not all
the time. Many of the incorrect names do not give a source and, in those
cases, I think the LPI name would be preferred and include LPI as the
source.
