They aren't people fenced off, but the water seems non potable, pumped
from nearby dams etc. This website

"You must apply to the local government before taking water from a stock
route water facility. Taking water without an agreement or permit is an
offence", so I guess washing ones car will cost you!

Strictly speaking it's the council. In fact the standard sign-age has a
sticky spot lower right for the council name. The Qld Govt label stuff
is upper right.

But for usefulness I'd expect something to join/append QSRWF to the
council operator name. The finger road-sign is 2 lines. The site name
followed by "Water Facility". The large sign near the tanks are
obviously a state govt that spell out QSRWF plus site plus local council.
I'd suggest then that operator be (eg);
"Balonne Shire Council - QSRWF"
Actually left abbreviated
And the name tag be what is on the signs (eg);
"Chippaway Water Facility"
A question for consensus then?
I think the govt data set isn't available to us. Bit hard to navigate
that, but it may be "CC4 waiver equivalent" if it is. That's a red
background in the data catalogue.

They are all roughly the same size too.
