That's why I said it's not perfect. Actually, once I thought it over: 
completely unsuited. :)

There's talk about moving a lot of the generic tags to relations, and 
then using the ways to override them. We're not there, yet.

I've also thought of being able to set a maxspeed=* tag on an area, and 
then have it implicitly assigned to all ways inside that area, but that 
would also be hard to implement, I think.

is one way to have better tagging. I've seen another in this style a few 
weeks ago, but forgot which it was.

I'm making it a point to set the maxspeed tag on each way I map.
