It's never too late to implement, and I can only recommend to use the
population=* tag whenever you have that info. It's a chicken and egg
problem, but don't let that stop you from putting it in the db.
On the places overlay openfietskaart.nl / openwandelkaart.nl I already
render place=town with population between 50000 and 99999 starting at
the same zoom level as cities.

If it's not plain obvious to you at first sight, it's unclassified.
Streets, especially outside towns, with just a single house or even a
few houses, on a road that's many kilometers long, just isn't residential.
My 2 cents, anyway.
