That would work for your case (different names in different
cities/villages), but it won't work for mine (agreed, it's a very weird
case).
But I guess you also want a way to note which way is in which city/village.
Maybe mapping the complete street (including all houses with a complete set
of address tags) is the only solution to achieve this.
Or we could see both examples as different cases and use one tagging schema
if they are in different cities and the other if they are in the same city.
After all, these are two different reasons why a street might have two
names.
