admin_ref has been suggested by Ben and is mentioned here
<http://wiki.openstreetmap.org/wiki/United_Kingdom_Tagging_Guidelines>.

Regarding the GPS voice instructions issue, anything that looks like a
street identification will do and hence "ref" does. I can check others.
