Oh yes, of course, forgot about that one. I do also mark what surface type
the forestry roads are (surface=ground is what I normally put, but
surface=dirt would equally apply), but that is intended to tag what type of
material the road is made of (asphalt, cobblestone, gravel, dirt, etc). The
key "smoothness" and its competitor "surface:condition" are intended to be
for how "rough" a road is (eg. what would be minimum wheel radius or vehicle
suspension height to drive on it). Surface:condition has been used 20 times
so far :) The key "incline" [1] might be another useful one for 4x4 roads.

This is just another example of how OSM's tagging system is open to flux and
is not set by any one person. The point, I think, is to tag as much as you
accurately can, and if you can't (like if you don't know what mountain
biking scale a trail should be, what smoothness it is, or you forget what
surface type it was), then don't worry about it - someone else can do it.
