Hi, yes it would :)

It worked for the city of Nanaimo, BC although it was someone working in the
gis department that learned of OSM through a local area mapper. (and is also
working with OSGeo BC) ... who found out more  about OSM from the notice
last year about the Canada Import :)

The way we got access to the data (official permission) was to the data was
to get a note that explicitly stated that yes, we can use the data, provided
we give attribution (data came from City of Nanaimo). ,, (the wiki still
needs to be updated)  The source data is great, however its available as
CAPS roads, and the same data is available from GeoBase.
So, what we do is compare the Nanaimo data to what has been imported from
geobase, and then adjust the positional accuracy and the actual street names
where data has changed. (once both datasets are converted to .osm format)
(the local city, and the main_osm_data) they can be run through OpenJUMP
Automatch, where you can find the data that is 'missing'. (and just make the
source .osm file available for all to see with a link on the Canada Import
Status chart :)   (which you all now have access too)

Also, other information is available, but is currently on the shelf, as the
GeoBase NHN (water features) is also available, and is 'probably' very
likely to be just as accurate. (but maybe not as current)

Also, showing by example helps too. As you can show how the OSM map of the
kitchener area is better.:)

BTW, if you like, i can process that area and make the .osm files available,
in the next couple weeks?
