Dale just grabbed the GeoBase data. Dale's product predated the
GeoBase import into OSM. Dale was not limited by licensing in the same
way that OSM was. At that time, the GeoBase license was not compatible
with the OSM license. OSM got access to  GeoBase, and the roadmatcher
script was created to allow unique ways from GeoBase to be added to
the OSM database. This was done to ensure that no user entered data
was destroyed. The side effect was that some ways from GeoBase were
left out of the OSM database.

The way to find these missing ways is to observe the OSM database.
Look for missing information. The strength of the OSM community is the
community of OSM. With many sets of eyes, and associated hands, the
last step of the GeoBase import is to find and fix issues where the
OSM database and GeoBase database need to be stitched together.
