[Talk-ca] French Street names in Ottawa

Well that kind of settles it then. If the city of Ottawa says lowercase,
then it should be lowercase. It's an interesting legislative difference
between Quebec and Ontario that I didn't know about.

I've always been a little uneasy with having the whole "rue Laurier" in
the name tag and it always made more sense to me if the scheme were
something closer to name = Laurier, street_type = rue, etc though that
runs into other problems in its own right and the current scheme is
probably best and the problem solved by better parsing/searching at the
application level. Anyway, that's a disucssion for the tagging list and
not this one.
