I "watched from a distance" with some of this and all John says here is true. Moreover, I'll say that three, five, seven years (to sort out national-level licensing issues, especially as they span the same decade they take to do this!) is par for the course, if not a bit on the snappy side, considering the truly large number of smart people and wide agreement it takes to do this. As it's always a "roll your own" depending on the people and country, these things take time, in any country. Dotting is, crossing ts. Canada seems to have come a long way.
In short, these sorts of licensing issues can get sorted out, often over a decade or so (if there is active motion to get to a finish line). John often seems to have his finger on the pulse of this (or most of it, anyway, regarding stats Canada and open data group licensing). I believe even some of our wikis couldn't / didn't keep up with the rapidity of change, so it's good to be as up-to-the-minute as one can.
