[Talk-ca] Proposed changes to road classification and related stuff

So to say we used to and should follow a classification scheme the guys
south of the border had observed for long: trunk for expressways? That
could be the answer to why there's still this disconnected trunks in
Ontario, Quebec and New Brunswick. Now, you're framing the NHS-based trunk
network as an experiment.

I haven't looked up historical revisions of the Canadian tagging guidelines
in the wiki, but your point about how to use trunk reminds me again of
whether we should consider the wiki descriptive or prescriptive.
