[Talk-ca] highway=living_street

No legal status in Ontario that I am aware of.

The ones I've seen in OSM around me (Scott Street and Market Street, both around St. Lawrence, Toronto) appears to be tagged based on built form (surface=paving_stones and level curbs, in particular). Those street have no particular legal status that I am aware of, but a brief edit conflict seems to have resolved by the editor(s) wanting the living_street tag outlasting editor(s) seeking correctness.

I'm not really opposed to it, though it's not correct in OSM terms as it stands now.

I'm not holding my breath on Ontario creating the legal category, so it _might_ be worth it to create some criteria that would describe physical and legal characteristics (surface, curbs, sidewalks, max speed?) of a street that might get the living_street tag per province? I wouldn't want to be the one defining them, though.
