Oxontime numbers should just be down as 'ref' I think. This is somewhat
complicated by the acis system normally using ATCOcodes (as NaPTAN
numbers) but for some reason this isn't the case in Oxfordshire.

(in West Yorkshire, however, the use 8 digit numbers beginning 450,
which is their PATS number).
I think the naptan:..... fields could be used for 'official' references
(i.e. that don't appear on the stops themselves and/or have no use for
the general public)
