Looks like the Oxontime number is the same thing as the NaptanCode / 
SMSNumber described in http://www.pti.org.uk/naptanc.htm and 
http://wiki.openstreetmap.org/wiki/NaPTAN/Tag_mappings#General_values 
{{1}} .  When mapped through http://en.wikipedia.org/wiki/E.161 the 
letter-string values like "SMS:oxfajgaw" used by other NAPTAN consumers 
like the "all stops" search on 
http://www.transportdirect.info/Web2/Maps/JourneyPlannerLocationMap.aspx?cacheparam=11

map to numeric codes like 69325429 that look awfully similar to the ones 
I've seen on the street.

So yes, basically our old numeric ref=* is a new-style naptan:NaptanCode=*.

The advice from {{1}} is to use naptan:NaptanCode if it's one of those, 
and ref=* "Only when 'actively' converting the data" (whatever that 
means). I think it means that we have a choice, can retain ref=* as-is 
for the 8-digit ones, but there's a canonical form and they're equivalent.
