I've marked quite a few of these around my area, but they are
generally gated with cycle path / markings down either side of the
fire access gate. I've been marking them as short sections of
highway=cycleway - which more or less works, since I'm not interested
in routing fire engines!

I would show you an example, but neither of the renderers have good
enough zoom to stop the roads either side blending into each other.
