[Talk-GB] New Popular Edition based point-of-interest editor now functional

As a follow up to my post last night, this is now functional. You need to sign 
up for a Freemap account to use it. Your contributions to OSM will be under 
the OSM username freemap_org_uk at yahoo.co.uk.

To clarify: these maps are provided by npemap.org.uk.
